am i going crazy or did they not put in the candy cane weapons crafter? looked all around

They haven't been added - yet. Not saying they'll be added, but odds are they will be.

No, the Gingerbread Shield, Gingerbread Focus, and Peppermint Shield are already available as quest rewards. (Old Nickoles in Lion's Arch.)
